Support meetings to help build the Regional Skills Partnership for the cultural and creative sector

As part of the Pact for Skills, ART-ER is helping the Regione Emilia-Romagna to establish a Regional Skills Partnership for cultural heritage. The aim is to strengthen the skills, employment and innovation capacity of the regional system by promoting opportunities for continuing professional development, upskilling and reskilling in line with emerging needs, with a particular focus on digitalisation.

The creation of the Regional Skills Partnership requires the organisations within the Culture and Creativity Hub – which vary in terms of their role, size and area of activity – to engage in dialogue, in order to reflect the complexity and diversity of the regional cultural system. This involves gathering a wide range of inputs, identifying real needs in terms of skills, and reaching a shared understanding of trends in training supply and demand, in line with the principles of the Pact for Skills.

In order to transform this diversity of viewpoints into a coherent framework geared towards regional planning, an effective listening process had to be established, capable of facilitating dialogue between stakeholders and translating the various concerns into useful and actionable elements.

BAM! planned and helped run a co-design and stakeholder engagement process in support of ART-ER, aimed at the branches of the Regione Emilia-Romagna’s Culture and Creativity Hub.

The programme consisted of three online workshops, held between October and November 2025, designed as progressive stages of engagement, consultation and collaborative development. The sessions addressed key themes in keeping with the objectives of the pact, ranging from existing training initiatives to current needs and gaps, all the way through to initial strategic planning ideas. The contributions gathered during the course of the project will form an informational and strategic basis for the establishment of the Regional Skills Partnership on the digitalisation of cultural heritage, which will undergo an evaluation and approval process at European level in the coming months.
